Few adds on Charter and a new Chat and recruiting topic

Hello guys

I asked to close the old chat topic to make a new one

the old one was not matching with our actual Charter

so Tibo and I decided we had to make another one and change a few things

News adds:

* fee is now 50 fg
* We pay more for guild points We think you deserve that because guild points will increase the guild rank and we'll get even more respected

=> 50 fg per attempt + 50 fg per guild point

Exemple : you're fighter , you fail , you gain 100 fg
you're fighter, you pass, you gained 2 gp's , you gain 150 fg

it sounds good , doesn't it ? :p
